Democrats’ Budget Resolution Stands Up to Big Pharma, Lowers Health Costs and Expands Care 

Washington, DC — Today, Senate Democrats have taken bold action to ensure Americans have access to the health care they need during the coronavirus pandemic and for years to come. By passing this groundbreaking budget resolution that is being hailed as the “most significant expansion of the nation’s social safety net since Medicare and the Great Society,” President Biden and Democrats in Congress are delivering on their promises by seeking to expand Medicare to include dental, vision, and hearing, extending subsidies for those purchasing their health coverage on the Marketplace, closing the Medicaid coverage gap, and lowering prescription drug prices. Americans have demonstrated the importance of health care reform, ranking the issue as their top priority year after year, and today Democrats have responded with the action necessary to meet this moment. It’s imperative that Congress enacts these provisions this fall to give Americans much-needed relief — it’s not only smart policy but it’s the right thing to do.”

Big steps have been made, but Democrats remain laser-focused on advancing health care access, as demonstrated in today’s release of a $3.5 trillion budget blueprint. This groundbreaking budget resolution is being hailed the “most significant expansion of the nation’s social safety net since Medicare and the Great Society,” and seeks to expand Medicare to include dental, vision, and hearing, extend subsidies for those purchasing their health coverage on the Marketplace, close the Medicaid coverage gap, and lower prescription drug prices. “Health care costs and coverage are at the top of voters’ concerns, particularly because of the pandemic. The health care proposals in this budget resolution are a historic leap forward for lowering health care costs and improving care for millions of Americans. These provisions would reduce the costs of health insurance premiums and prescription drugs by hundreds of billions of dollars, add dental, vision, and hearing benefits to Medicare, and bring Medicaid coverage to millions of Americans who are currently left behind.”

Expanding Medicare To Include Dental, Vision, And Hearing

Lifeline For Seniors. “The megabill would expand Medicare to cover dental, vision, and hearing benefits (which are mostly or entirely not covered in standard Medicare plans), meaning it could be a huge help to seniors who incur those expenses.” [Vox, 8/9/21]

Including Long Standing Budget Priorities. “The blueprint recommends adding dental, vision and hearing benefits to Medicare, as well as lowering the eligibility age — both longstanding goals of Budget Committee Chairman Bernie Sanders, an independent from Vermont who caucuses with the Democrats.” [CNN, 8/9/21]

Reinvesting Savings To Fund Care For Seniors. Senate Budget Committee Chairman Bernie Sanders: “We will save taxpayers hundreds of billions by requiring that Medicare negotiate prescription drug prices with the pharmaceutical industry and we will use those savings to expand Medicare by covering the dental care, hearing aids and eyeglasses that seniors desperately need.” [8/9/21]

Extending ACA Subsidies

Ensuring Marketplace Access. “The resolution also calls for extending the enhanced Affordable Care Act subsidies contained in the Democrats’ American Rescue Plan, which passed in the spring. The subsidies reduce the amount Obamacare enrollees have to pay to no more than 8.5% of their income and make assistance available to more Americans. Also, lower-income policyholders can receive subsidies that eliminate their premiums completely. But the boost in aid is only available this year and next.” [CNN, 8/9/21]

Extending COVID-Era Subsidies. “Democrats also intend to make temporary, pandemic-inspired expansions in subsidies for people getting health care on Obamacare’s individual marketplaces permanent.” [Vox, 8/9/21]

Closing The Medicaid Coverage Gap

Expanding Medicaid Coverage. “Creating a new federal health program for Americans who live in states that have not expanded Medicaid under the Affordable Care Act. A dozen states have yet to do so…More than 2 million low income adults fall into the coverage gap.” [CNN, 8/9/21]

Providing Coverage To Hold Out States. “There are still 12 states that have not implemented Obamacare’s expansion of Medicaid to more low-income people, and Democrats have committed to ensuring they get coverage in this bill.” [Vox, 8/9/21]

Lowering Prescription Drug Prices

Hundreds of Billions In Savings. “The instruction also calls for lowering the price of prescription drugs, saying it will save hundreds of billions of dollars. Democrats have long pushed to reduce drug costs by allowing Medicare to negotiate prices, though some of their peers in the party, as well as GOP lawmakers and the pharmaceutical industry, have opposed it.” [CNN, 8/9/21]

Empowering Medicare Negotiation. “Democrats also plan to empower Medicare to negotiate with the federal government on prescription drug pricing, something that would drive prices down for seniors. It has the added benefit of driving costs down for the federal government, which would help pay for the megabill’s new spending.” [Vox, 8/9/21]

EVIDENCE MOUNTS: Health Care Costs and Drug Prices Top the List of Winning Issues for Congressional Democrats

More and more evidence keeps piling up that the American people put lowering health insurance premiums and prescription drug costs at the top of their list of issues for Congress to address. And, more and more proof is piling up that they trust Joe Biden and Democrats to get it done.

“This August, Democrats are returning home with a much more focused message. On Tuesday, three Democratic political committees unveiled a plan for how to sell President Biden’s agenda to their constituents, with just three bullet points: middle-class tax cuts; an infrastructure plan to create jobs; and lower health-care costs.

Democratic pollsters tested 150 different messages near the end of July with voters in six battleground states, finding that one theme stood out as the overwhelming winner with voters: “Cutting taxes for middle class families, creating jobs by investing in infrastructure like roads, bridges and high speed Internet, and cutting your health care costs. No one making under $400,000 will pay more taxes.”

  • Thanks to President Biden and Democrats’ American Rescue Plan, 4 out of 5 people enrolled in a marketplace plan can now buy health care for $10 or less per month. Now, Democrats are fighting to make those premium reductions permanent – lowering millions of American families’ monthly health care costs — along with proposals that would further reduce the cost of health care, prescription drugs and expenses like elder care and child care.
  • Since the Biden administration opened a special enrollment period because of the pandemic, more than 2 million Americans have signed up for health insurance since February.
  • Even in the midst of the pandemic, Republicans have continued their efforts to roll back, weaken and eliminate the Affordable Care Act — attempting to spike costs and gut coverage protections for those with pre-existing conditions. Democrats believe that every single American should have access to quality, affordable care.

Washington, DC — Protect Our Care launched new digital ads in Arizona, New Jersey, and West Virginia as part of a multi-million dollar campaign about the skyrocketing cost of prescription drugs. The ads showcase the impact on patients when drug companies hike the price of essential medicines again and again. The ads make clear the importance of giving Medicare the power to negotiate with drug companies for lower prices for all Americans.

The ads are part of The Campaign to Reduce Drug Prices, a grassroots and communications campaign calling for comprehensive legislation to lower drug prices. This ad series is running on digital platforms, focusing particularly on older residents. Protect Our Care will continue to run ads and host events both nationally and in 14 key states, including Arizona, New Jersey, and West Virginia, throughout the summer.

“It is shameful that Americans pay three times more for medicines than people in other countries,” said Protect Our Care Executive Director Brad Woodhouse. “While drug company profits soar, they continue to hike the price of lifesaving drugs for people across the country, forcing millions of families to choose between paying for the medicines they need to live or paying for food or rent. Washington, DC — Today, U.S. Representative Colin Allred (D-TX-32), Little Lobbyists Executive Director and Co-founder Elena Hung, and MomsRising National Director for Health Care Felicia Burnett joined Protect Our Care for a virtual press conference to demonstrate the devastating toll of high drug prices on children and their families. During the call, speakers discussed the urgency for prescription drug pricing reform in addition to how closing the Medicaid coverage gap in Texas and 11 other states could further increase children’s access to affordable health care. 

The event followed a new report from Protect Our Care, Little Lobbyists, and MomsRising that was released as part of Week 8 of Lower Rx Summer. Lower Rx Summer consists of themed weeks of action to illustrate the urgent need for legislation to lower drug prices principally by giving Medicare the power to negotiate with drug companies for lower prices for all Americans. 

“I was raised by a single mom who was a public school teacher, so I know how hard it can be for families to pay the bills every month,” said U.S. Representative Colin Allred (D-TX-32). “In the richest country on earth, everyone, especially our kids, deserves access to the prescriptions they need at an affordable price. Lowering prescription drug prices is one of my top priorities. With President Biden now in office, we have a once-in-a-generation opportunity to get this done, and I will keep working in Congress to do just that.”

“Many of our families rely on the innovation and development of life-saving medications to treat and sustain our children with complex medical needs and disabilities. Those medications, however, are only life-saving if the patient can afford them. “Nothing is more heartbreaking than knowing there are medications that can improve or even save your child’s life, but you can’t afford them,” said Felicia Burnett, MPA, National Director for Health Care for MomsRising. “America’s moms are fed up with being forced to go into debt to access the medications their child needs. “The high cost of my daughter’s prescription drugs has been a tremendous challenge for my family. Even though we are insured, many of my daughter’s prescription costs aren’t covered,” said Cindy Fraser, MomsRising storyteller and mother of two children with complex medical needs from Michigan. “As a mother, it’s terrifying to show up at a pharmacy counter and find out the insurance company has only approved the insulin that your daughter is allergic to, because it is cheaper. I wish these decisions were driven by doctors, not insurers, pharmaceutical companies and prescription drug costs.”

“Our nation’s children depend on bold action to bring down drug prices and expand coverage,” said Protect Our Care Chair Leslie Dach. “No parent should be forced to make a choice between paying for lifesaving drugs for their children or putting food on the table or paying rent. Washington, DC — Protect Our Care is launching new digital ads in seven key districts today calling on Republican lawmakers to put an end to Big Pharma’s rigged system and finally give Medicare the power to negotiate for lower drug prices for all Americans. Giving Medicare the power to negotiate would save patients and taxpayers billions and is widely supported by Americans across the political spectrum. 

The ads are part of The Campaign to Reduce Drug Prices, a seven-figure grassroots and communications campaign calling for comprehensive legislation to lower drug prices. In the coming months, President Biden and members of Congress have an unprecedented opportunity to finally take action to lower drug prices. In 2019, the House of Representatives passed the Lower Drug Costs Now Act (H.R. 3), historic legislation that would lower drug prices for all Americans. H.R. 3 would save patients over $150 billion and reduce the price of the costliest drugs by as much as 55 percent. Giving Medicare the power to negotiate would dramatically reduce drug prices for Americans of all ages and is supported by over 80% of voters, including over 50% majorities of Republicans and independents.

Democrats Remain Laser-Focused on Health Care During August Recess

Washington, DC — Today, the Democratic National Committee, Democratic Congressional Campaign Committee and Democratic Senatorial Campaign Committee released a memo outlining their priorities for the August recess. The memo makes clear Democrats are laser-focused on advancing American health care, including by lowering prescription drug costs and insurance premiums and expanding access to affordable coverage on the ACA marketplaces, while Republicans remain opposed to these highly popular reforms. 

The memo comes just days before Protect Our Care kicks off its 19-state bus tour in Bangor, Maine, which will promote the work of President Biden and dozens of Democratic lawmakers who are leading the charge to lower health costs, expand coverage, and reduce racial disparities in care. In response to the memo, Protect Our Care Chair Leslie Dach issued the following statement:

“The Democratic plan to focus on health care during the August recess reflects the fact that poll after poll shows that health care is the number one issue for voters. Just like in previous election cycles, health care will be a deciding issue in 2022. Protect Our Care’s nationwide bus tour kicking off next week will drive home the message that Democrats are delivering on their promises to reduce the cost of prescription drugs and insurance premiums while Republicans continue to oppose legislation to improve care and lower costs for the American people.”

Democrats will highlight how we are lowering costs like health care for the American people: 

  • Thanks to President Biden and Democrats’ American Rescue Plan, 4 out of 5 people enrolled in a marketplace plan can now buy health care for $10 or less per month. Now, Democrats are fighting to make those premium reductions permanent – lowering millions of American families’ monthly health care costs — along with proposals that would further reduce the cost of health care, prescription drugs and expenses like elder care and child care.  
  • Since the Biden administration opened a special enrollment period because of the pandemic, more than 2 million Americans have signed up for health insurance since February.
  • Even in the midst of the pandemic, Republicans have continued their efforts to roll back, weaken and eliminate the Affordable Care Act — attempting to spike costs and gut coverage protections for those with pre-existing conditions. Democrats believe that every single American should have access to quality, affordable care.
